Who We Are

CE&G is a well-established (since 1993) Bay Area geotechnical consulting and design firm that provides the full range of geotechnical and geologic investigation, analysis, and reporting, plus observation and testing services during construction. CE&G distinguishes itself from other geotechnical firms by providing full geotechnical, civil, and structural design focused on renewal and repair of public works infrastructure.

With offices in Walnut Creek, San Jose, and an office/Lab in Hayward California, we routinely prepare complete PS&E packages for public works agencies on geotechnical-related flood control and transportation projects. CE&G works extensively with public agencies directly and as a subconsultant to other engineering firms working for public agencies.

CE&G’s engineers realize the financial and environmental constraints that client projects are typically faced with. We rely on the experiences of the agency and our engineers to form the basis for selecting appropriate solutions for each project. We use known and proven technologies and methods to design and construct new and renewed/repaired infrastructure. We do not “re-invent the wheel,” but instead strive to effectively apply knowledge gained while “using the wheel” to inform our work.

Founders

Phil Gregory, PE, GE

Senior Principal Engineer, Founder, President

Mr. Gregory is an experienced geotechnical engineer and project manager who has completed more than 150 road, flood control, and creek improvement projects for public agencies over the past ten years. He is one of the founders of CE&G and remains the majority shareholder of the firm. Phil’s technical expertise is in the analysis and design of earth embankments, a wide variety of slope stabilization measures including geosynthetic reinforced slopes and embankments, CIDH pile structures, segmental block retaining walls, soil nail retaining structures, lightweight fill, and slope dewatering systems. Mr. Gregory is also an experienced Caltrans-based specification writer and estimator of earth construction costs for public works. Phil was one of the lone non-academic contributing authors of the ASCE GeoInstitute’s recently published Remote Sensing for Monitoring Embankments, Dams, and Slopes: Recent Advances, GSP 322.

Mitch Wolfe, PG, EG

Consulting Principal Geologist

Mr. Wolfe put the “Geology” in Cal Engineering & Geology. Mitch is a registered geologist and certified engineering geologist with more than 40 years of professional experience. As one of CE&G’s founders, he has coordinated and oversaw geologic site characterization for projects. Mitch has extensive experience in the characterization and mitigation of large landslides and has managed all geotechnical peer review, special inspection, and field observation services. Mr. Wolfe has served as an engineering geology peer reviewer and grading special inspector for many of the large residential hillside subdivisions in Alameda and Contra Costa Counties. His portfolio of projects includes Bettencourt Ranch, Five Canyons, Mira Vista Hills, Dublin Ranch, Fallon Village, Fallon Crossing, Jordan Ranch, Palos Colorados, Moller Ranch, Faria Preserve, Dublin Highlands, and Wallis Ranch.

CE&G’s extensive experience has earned the confidence of many Bay Area cities, counties, and districts, resulting in nearly 30 long-term, on-call engineering services contracts. Through these relationships, CE&G has gained an invaluable understanding of the specific needs and expectations of municipal departments and how to best work with their engineers and staff.
